It's like outlawing something because people *might* misuse it. (Oh but wait...sounds familiar) Not that I'm all the interested in that thread's discussion. It's just the principle of the matter: moderators shouldn't lock threads because of something unpleasant [i]might[/i] happen. Especially when two other moderators had already posted, and one had given a warning but opted not to lock until the OP had a chance to respond.
