I feel for you in your dilemma. The older women should instruct the younger women and so on. But they aren't willing to attract the younger women so they can't do and be all that God wants for them. You may need to consider a sermon series on what the church looks like and then give them a glimpse into the mirror of themselves....

...This should be done gently and in love but directly (older ppl don't always take hints). You may also want to partner with another church to bring in some younger members once a month or so to change up the service and expose your members to new ideas and ways to worship. Just a thought.
